In 2006, a consortium of researchers from the Centre for Environmental Strategy (CES), the School of Law and the RCPEH started work on a project, funded by the Leverhulme Trust to study the operation of Small-Scale Independent Water Providers (SIPs) , and to consider whether legal instruments could be developed to manage their activities for the benefit of the consumer and the sustainability of their business. The consortium has published its initial findings in a working paper entitled:
